OMVNA Monthly Meeting Minutes

January 10, 2000

Attending:

Minutes:

  • The meeting started at approximately 7:30 p.m.

  • The December steering committee minutes were reviewed and approved.

  • Julie Lovins reported that the holder of the OMVNA Post Office Box only occasionally picks up OMVNA's mail. She suggested that if OMVNA wished to receive mail more promptly that it might get its own Post Office Box. After some discussion it was decided that the current arrangement is adequate, saving OMVNA some expense.

  • Tim Johnson presented a plan for creating an Old Mountain View Neighborhood Association Community Emergency Response Team (OMVNA-CERT). After some discussion the plan was accepted.

  • Garth Williams reported that there is a Mercy Bush Park design meeting scheduled for 9:30 a.m. on January 22 at City Hall. After some discussion it was decided that Tim Johnson, representing OMVNA, will attend the meeting and ask that storage be provided at the new park for the purpose of storing OMVNA-CERT supplies and equipment.

  • Julie Lovins reported on the Downtown Committee and related activities. Julie recommended that OMVNA continue monitoring new building plans within the Downtown Precise Plan area, ensuring that any new plans respect the interests of the residents of the neighborhood. She reported that the new Precise Plan will probably be on the agenda of the City Council sometime in February. A strategy for getting height limits reduced along the west side of Hope Street was discussed. Julie will draft a position for OMVNA on the overall Precise Plan.

  • OMVNA Treasurer Aaron Grossman reported that the OMVNA finances are currently sound with a treasury balance of $931.11. He also reported that the principal advertisers in the OMVNA newsletter are due to renew their ads soon.

  • Jean McCloskey provided an update on overlay zone procedures which arecurrently under review by the City of Mountain View. Jean will issue a call for a meeting for all those interested in developing an OMVNA strategy for when the issue is considered by the City Council.

Minutes:

  • Julie reported that she was contacted by an resident who is concerned about the liquor application by the Sav Mor Food Store, located within the Old Mountain View Neighborhood at Calderon and Church. There was concern expressed by steering committee members that the liquor license could possibly bring unwanted additional traffic into the neighborhood. Therefore, the steering committee agreed that OMVNA should take the following position -- Given that the store is located within a quiet, residential neighborhood, granting of a liquor license should depend upon assurances from the store owner that hours of operation shall not be extended into the evening and that the store should stay open no later than it does currently. Tim agreed to send an email to this effect to Alison Kendall, the City of Mountain View's Zoning Administrator.
  • Aaron gave a finance report: Additional advertising revenue was recently received. All expenses are current. The OMNVA account balance currently stands at $1,841.
  • Anita reported that the next newsletter will be published on 3/3 and that the copy due deadline is February 21. Anita reported that she has received a request for a free ad from a non-profit organization and asked the streering committee to establish a policy to cover this and any future such requests. The steering committee agreed to set a policy that OMVNA will include free ads for non-profits which contain information relevant to the interests of the neighborhood on a space available basis.
  • Tim provided an update on OMVNA-CERT. He said that he is in the process of recruiting members for the OMVNA-CERT steering committee. The article in the last newsletter has generated four inquiries. He confirmed that Chief Stafford has agreed to put on a family emergency preparedness workshop as part of the March 18 General Meeting. Given the Chief's availability on that day, the OMVNA steering committee agreed that the meeting shall run from 1-3 p.m. Tim agreed to reserve the multi-use room at Landels School and to write copy for the next newsletter. Aaron and Jean agreed to help with setup and cleanup. Cookies and beverages will be served.
  • There was discussion on the upcoming City of Mountain View Environmental Planning Commission's public hearing scheduled for Wednesday. It was reported that the EPC will be voting on establish new residential overlay zone application policies and procedures. It is anticipated that the procedures will include requirements that 75% of the homes in the affected area already be in compliance with the new zoning requirements, the affected area be definable geographically, 50% signatures in the initial petition, and an 80% super majority for the final approval. It is also anticipated that the standard $1,600 application fee will apply to residential overlay zones. The steering committee expressed its concern that these requirements will make it impossible for the neighborhood to be successful in utilizing the new residential overlay zones. Jean, Julie and Tim agreed to attend the EPC meeting for the purpose of challenging these excessively restrictive procedures, attempting to reduce the super majority final approval requirement and reduce or eliminate the application fee.

Minutes:

  • Presentation on planned development at 400 Castro by Carl Shannon from TishmanSpeyer Properties. Other guests on this topic included Alison Kendall from the City of Mountain and Ed Rubin, the project architect. The presentation included a description and timeline of the three phases of the development (upgrading the Mountain Bay Plaza Building, demolition of Sunny Produce, plans to further develop the site). Efforts will be make to create an aesthetic link between the historic character of the old downtown area and the newer Civic Center. The design of the new 6-story structure will be sensitive to the "massing" of the building with a "step down" to a pedestrian scale along Castro and California, with retail at the street level (including restaurants and services). There is 3-story zoning for residential along Oak Street. There are also plans for 4-level subterranean parking under the new structure. There is discussion of a shuttle service. In lieu fees will be used for additional downtown parking, anticipated at 400-500 cars. It will take 3-4 months to dig the hole of the subterranean parking. It is anticipated that the overall package will be presented to City Council sometime in July.
  • Susan Moore, resident who lives next to the construction staging area used for downtown building projects, described the noise and disruptions created at this site. She said that activity can occur at all hours of the day, including at 4:30 a.m. Current users start their activities at 7 a.m. She complained about parking on sidewalks. She has attempted to get limited parking in front of her house.
  • Twana Karney made a presentation on Leadership Mountain View, which is recruiting for new members. The next class is scheduled to begin the 2nd week of October, with applications accepted through June 23.
  • Plans were made for the March general meeting.
  • February minutes were approved with corrections.
  • A report was presented a recent community meeting regarding Mercy Bush Park. It was reported that Concept Plan A was favored by those in attendance. The next step is to present the plans to the Parks and Recreation Commission (4/12), then to City Council. OMVNA will request that a CERT storage unit be provided at the park.

Minutes:

  • February minutes were reviewed and approved.
  • Mercy-Bush Park: Parks and Recreation Commission meeting planning:
    - Bruce volunteered to write a related article for the newsletter.
    - Two possible strategies for the P&R Comm. meeting were discussed.
    - Need for ADA compliant play structures was discussed.
    - It was agreed that OMVNA would express support for a suitable storage space at the park for OMVNA-CERT supplies and equipment.
    - It was agreed that OMVNA would commend the City on having expedited the design and development of the park.
  • Julie reported that Chris Larsen has agreed to distribute 400 OMVNA newsletters to the residents of Park Place. The associated increase in the newsletter print quantity was authorized.
  • Aaron reported that the OMVNA treasury contains $2,283, which is sufficient funds to print seven more issues of the newsletter.
  • Tim reported that about 20 people attending the OMVNA general meeting. The meeting featured a presentation by Mountain View Fire Department's Chief Stafford and his wife, who provided attendees with suggestions for preparing their homes for an emergency. Tim volunteered to write a story on the event for the newsletter.
  • It was reported that there is a public meeting on April 25 regarding the NT overlay zone. A letter from the OMVNA chair will be shortened to better emphasize OMVNA's specific recommendations. OMVNA steering committee members agreed to contact City Council members to solicit their support and to clarify any questions.

Minutes:

  • Julie reported that the developer Tishman Speyer has applied for a temporary parking permit for the tenants of the Mountain Bay Plaza Building. The permits would be for the west side of Bryant, between California and Mercy. There will be a public hearing to consider the application.
  • Julie also provided on update on her efforts to make the availability of basic supplies a high priority in the downtown area (e.g. non-perishables and perishable food items, paper goods, over-the-counter medications, first aid supplies and personal hygiene items.) She will utilized the OMVNA website and the OMVNAtalk email list to determine the greatest need for such items. Initially she will attempt to get some of the existing merchants to carry these items. She will also write a related article for the newsletter.
  • Bruce suggested placing a newsletter editorial emphasis on the ND Zoning issue and its relationship to neighborhood preservation, featuring a front-page article with additional supporting article in the interior of the newsletter. Bruce volunteered to write two such articles for the upcoming newsletter. Garth volunteered to write a related article on the results of the City Council meeting with considered the NT zoning issue.
  • Tim reported that OMVNA has received a $1,500 check from the City of Mountain View. The funds will be used to purchase first aid supplies and equipment for support the OMVNA-CERT program.
  • Aaron reported that the OMVNA treasury has a balance of $1,750.

Minutes:

  • Susan Migliore, who lives on West Dana Street, described problems she and other residents on West Dana are experiencing related to groups which rent the Portuguese Hall, located at 361 Villa Street. Problems described include late-night noise, negative impact on residents' parking and concerns about safety. Julie noted that noise from the Hall can be heard blocks away, not just on West Dana. Susan first approached the City Attorney about enforcing related code violations, but found that the enforcement of such violations is difficult because there are different groups renting the Hall every weekend. She is trying to determine if code violations can be the basis for suspending issuance of dance permits for the Hall. She has collected signatures on a petition, with hopes that the action will encourage the owners to better control renters' negative impact on those who live nearby.
  • Aaron reported that the OMNVA-CERT $1,500 grant check has been deposited. As he reported previously, these funds will be used to purchase OMVNA-CERT emergency response equipment and supplies, such as back boards, trauma kits and first aid and safety manuals. Aaron reported that in addition to the $1,500 grant funds, OMVNA has a balance $1,542.
  • Garth handed out a proposed OMVNA position paper related to the City Council's pending action on H & ND overlay zoning application procedures. By action of a vote, the OMVNA steering committee approved Garth's prepared statement.
  • Julie offered OMVNA the use of a Mountain View P.O. Box at no fee for one year. The offer was accepted by the OMVNA Steering Committee. Julie volunteered to provide the P.O. Box information to Bruce for the OMVNA website, and to Anita for the newsletter.
  • Julie reported on several upcoming City meetings of relevance to the neighborhood:
    • June 15 at 12:30 p.m. in the Plaza Conference Room, the City of Mountain View Development Review Committee will hold a development review for the anticipated 6-story building at California and Castro.
    • June 21, the City of Mountain View Zoning Administrator will review an application for a permit to remove 16 heritage trees on Castro Street. The removal of the trees is associated with the construction the new 6-story building mentioned above.
    • June 15 at 5 p.m. in City Council Chambers, the City will have a Transit Plaza Meeting.
  • OMVNA Summer General Meeting/Ice cream Social planning
    Date/Time: Saturday, July 29. In order to take better advantage of the timing of distribution of the July newsletter, the date of the OMVNA Summer General Meeting was moved to July 29.
    Location: Landels Playground. Tim will check with Landels Principal

  • Nominating committee needs to be appointment to recommend a slate of officers for next year's term. Julie Lovins volunteered to ask Ronit Bryant to serve as chair of the committee. In order to provide sufficient time to notify the neighborhood of the OMVNA Steering Committee's recommended slate of officers, there was discussion of moving the next newsletter to September 15. Julie volunteered to check with the newsletter carriers and to confirm the newsletter date change.
  • The City Planning Department's new ND overlay zoning application policy and procedures were discussed. A strategy was outlined for developing a list of desirable ND overlay general characteristics to recommend to the City for the Old Mountain View Neighborhood.

Minutes:
* Bruce Karney, Julie and Anita will collaborate on the next newsletter

* Naming of new park: Garth will inform the City that it is OMVNA's preference that the name of the new park should be "Mercy-Bush Park".

* Home Depot: It was reported that the City is reviewing another overture from Home Depot regarding its proposal to build on the site near intersection of Hwy 85 and El Camino Real. The Environmental Planning Commission will consider the issue at 8/23 meeting. This will be an issue explored at OMNVA's upcoming General Meeting (10/14) which will feature candidates for City Council.

* OMVNA-CERT: Tim and Aaron reported on proposed goals for OMVNA Cert. OMVNA-CERT was established as a formal subcommittee of OMVNA.

* OMVNA Elections: An OMVNA Nominating Committee was established with Ronit Bryant serving as chair, and Julie Lovins and Garth Williams as members. Current offers were poled as to their availability to serve as officers in the coming year.

* OMVNA General Meeting Planning:
* Time and Date: October 14; 7-9 p.m.
* Place: Tim to check availability of Fellowship Hall and Sanctuary at Trinity Methodist Church.
* Program:
* Report by out-going chair
* Election of new officers
* Meet candidates for City Council: Q&A session

* Bruce will contact candidates for City Council November elections, inviting them to come to the meeting for a question and answer session. Bruce will also notify candidates of advertising opportunities in upcoming newsletters. Bruce will ask Anita to contact school board candidates about advertising opportunity.

* Bruce will write an article on the general meeting for the next newsletter.

* Jean will get a gift for the out-going chair.

* Treasurer's Report: OMVNA account balance -- $1,423; OMVNA-CERT account balance -- $1,400; OMVNA web site fees have been paid ($70 for next 2 years).
* Ice Cream Social Report: Approximently 40 people were in attendance. Tom Frankum, Environmental Planning Commission member and President of Friends of Stevens Creek Trail provided a history of the Stevens Creek Trail. Local popular street musician Ted Woods provided entertainment.

Minutes:

* Garth read a request from the Council Neighborhood Committee for feedback on Neighborhood Summit proposal. Tim agreed to draft the response.

* Philippe reported on the proposal to put a weight limit on vehicles using neighborhood streets.

* Garth reported on an effort by the Mountain View Police Department to reduce the number of false alarms that they receive. An alarm ordinance is being considered. Garth will invite the Police Department to make a presentation to the OMNVA Steering Committee.

* Julie was appointed to represent OMVNA on the Downtown Committee for another year.

* General meeting planning:

* Jean agreed to speak with Bruce about running the meetings.
* Ronit Bryant has agreed to chair the election committee.
* Tim will confirm use of the Sanctuary at the Trinity United Methodist Church.
* There was general discussion on possible candidates for OMVNA officer positions for the coming year.

* OMVNA CERT update:

* Tim will contact the Fire Department regarding storing community emergency supplies at Mercy-Bush Park.

* It was reported that a meeting will be held on September 14 regarding City procedures for noticing the neighborhood on downtown construction plans. Julie is looking into the existing policy which only sends such notices to property owners rather than resident addresses.

* ND Zoning update:

* There was discussion what types of design factors should be included in the upcoming property survey.

Minutes:

1) September meeting minutes: Minutes from the September monthly meeting were reviewed and approved.

2) Proposed CNC Neighborhood Summit. There was discussion on OMVNA's response to the Council Neighborhood Committee request for feedback on their proposed Neighborhood Summit. Julie will follow up with Linda Lauzze, the City's Administrative and Neighborhood Services Manager.

3) Next newsletter. There was discussion on the content for the upcoming newsletter. A deadline was set for Monday, October 16 for newsletter articles. Garth will write a report on the General Meeting, Tim will take digital pictures at the General Meeting and write an article on OMVNA-CERT. Julie will write an article on the Mountain View LEAD Program.

4) Planning for the October 14 General Meeting: Garth will talk with Ronit about running the officer elections. Tim will speak with Trinity United Methodist Church representatives about accessing the Sanctuary and confirm its availability, send information to Garth on OMVNA-CERT achievements during the past year, and bring a sign-in sheet, name tags and question cards to the meeting. Julie will ask newsletter carriers to come to the meeting so they can be recognized. Everyone is encouraged to invite a couple neighbors to the meeting.

5) OMVNA-CERT: Tim provided an update on recent OMVNA-CERT activities. A final report has been prepared for the City on the use of the $1,500 grant that OMVNA received from the Council Neighborhood Committee for the purpose of purchasing neighborhood emergency supplies. Tim also reported that First Aid, Shelter, and Neighborhood Block Captain teams are being formed, and that he has had discussions with City and Fire Department staff regarding a storage facility at Mercy-Bush Park for OMVNA-CERT supplies. The City is reconsidering its decision not to allow storage of emergency supplies at the park. There was discussion about approaching local insurance agents about providing financial support to OMVNA-CERT in exchange for public recognition.

6) Downtown Update: Julie reported that there was a groundbreaking ceremony for the pending construction at the intersection of California and Castro Streets. The New Castro Market has closed, leaving the downtown area without a general grocery store. On behalf of OMVNA, Julie will communicate to the City regarding OMVNA's strong recommendation to have a general grocery store in downtown.

7) Mercy-Bush Park: Construction has begun on the park. Also, the naming process has just begun. Community Services Director David Muela has sent a letter to the neighborhood asking that suggestions for names be submitted no later than October 27. OMVNA officers continue to support naming the park "Mercy-Bush Park" and encourage all officers to send an email to this effect to Senior Project manager Rey Rodriguez (Rey.Rodriguez@ci.mtnview.ca.us) or to call (650) 903-6311.

8) ND report: Surveying is about to begin. Julie will distribute the survey form to everyone who has expressed an interest in conducting a survey.

Minutes:
1) October minutes.

The October minutes were reviewed and approved.

2) Monthly meeting location.
Tim reported that an insurance policy required by Trinity Methodist Church for OMVNA's continued use the Reading Room would cost approximately $800 per year. Tim will ask the Trinity Methodist Church board to waive this requirement. Julie volunteered to look for alternative locations for OMVNA's monthly meetings. Aaron provided Tim with an OMVNA check made out to Trinity Methodist Church for $380 to cover past rental fees.

3) Newsletter advertising rates and planning.
Bruce made the following proposals:
a) Redesign the newsletter for improved readability, with a change in font and starting all articles on the newsletter's front page.
b) Increase ad rates. In order to cover increasing newsletter costs, Bruce proposed increasing advertising rates by 25%.
c) Add new ad format options. Bruce recommended adding both a 1/6-page and 1/3-page ad format option.
d) A publication calendar for 2001 was proposed.
e) Feature article themes for 2001 were proposed.
All of Bruce's proposals were approved by the Steering Committee.

4) OMVNA goal setting.
a) Given OMVNA's limited resources, it was decided not to hold a winter OMVNA General Meeting.
b) It was decided that neighborhood preservation (in the form of Neighborhood Design - ND Zoning) and neighborhood emergency preparedness (in the form of the Community Emergency Response Team -- CERT) will continue to be the OMVNA Steering Committee's top priorities in 2001. It was observed that greater neighborhood involvement in these activities is needed.

5) Officers' reports.
a) CERT report: A CERT web site has been developed by Paula Calma as part one of her school class projects. CERT's current priorities include setting up sub teams consisting of block captains, emergency shelter providers, medical and first aid assistants and communications specialists.
b) Treasurer's report: There is $650 in the OMVNA treasury.
c) ND zoning report: Councilmember Ambra has expressed an interest in discussing OMVNA's neighborhood preservation strategy. He offered to meet with Jean after the election to discuss the details. Bruce volunteered to ask City Planner Mike Percy about developing a web page on historical preservation.
d) Downtown report: Julie reported that some of the digging for the underground parking associated with the new building at California and Castro is below the water table, resulting in the pumping of clean water into the City's sewer.

Minutes:

1) Newsletter planning. Bruce proposed a revised newsletter plan, including a new "History Corner" section. A 20-word limit at 50 cents per word was recommended for classified ads. Bruce's recommendations were approved by the Steering Committee.

2) OMVNA monthly meetings. The second Monday of each month was established as the date for the monthly OMVNA Steering Committee meetings.

3) OMVNA general meeting. Saturday, March 31, 10:30-noon, was established as OMVNA's first general meeting for the year. The meeting will include a walking tour of historic homes in the neighborhood, followed by a short business meeting and refreshments (rain or shine). A baby sitting service will be made available.

4) Mercy-Bush Park. A possible Mercy-Bush Park celebration with a City-sponsored ribbon cutting was discussed. Also discussed was sending invitations to those who participated in the park co-design planning sessions. January 27 was discussed as a possible date for the celebration.

5) ND Zoning subcommittee report. A final revision to the survey form is now available for use. A pilot survey will be conducted.

6) Officers' reports.
a) CERT: Tim reported that the Council Neighborhood Committee has decided to no longer provide neighborhood grant funds. CNC will recommend to City Council that the remaining grant funds be given to the Fire Department to help expedite the acquisition of emergency response trailers for use by Mountain View neighborhoods. Tim also reported that OMVNA-CERT will work with the Fire Department's to help clarify the procedures for accessing these trailers.
b) Treasurer: OMVNA has a treasury balance of $2,485. All bills are paid, including for the printing of the most recent newsletter issue.
c) Community Liaison:

i) New market in the downtown area (Mountain View Market)
ii) Mountain View's Arbor Week is set for March 10-17. A special event is being planned at Pioneer Park on March 17. More information will be provided in the upcoming issue of the OMVNA newsletter.
iii) Neighbors near the intersection of Bryant and Dana Streets have complained to the City about late-night noise caused by Limelight patrons.
iv) The Downtown Committee meets next on January 9.
v) Efficiency studios will be the subject of an upcoming City Council study session, including the consideration of possible sites for such units.
