California State Historic Building Code (SHBC)
The California State Historic Building Code was adopted in 1979 to "protect California's architectural heritage by recognizing the unique construction problems inherent in historic buildings and offering an alternative code to deal with these problems."
In essence, the State Historic Building Code provides a more flexible a cost-effective building code while providing for safety, energy conservation, and disabled person access. The State Historic Building Code can be applied to any of the homes listed on the city's historic resource list.

The Mills Act
The Mills Act is a state-sponsored economic incentive program offering a reduction in property taxes for owners of "qualified historical properties" who pledge to preserve, restore, rehabilitate, and maintain the historical and architectural character of their properties. Properties qualify for the Mills Act by being listed on a state, county, or a city register like Mountain View's.
